CONSIDERATION AND AWARDING OF BID 1819-33 FOR THE PURCHASE OF ANIONIC POLYMER FOR THE WATER TREATMENT FACILITY.

BACKGROUND:  On December 6, 2018, bids were opened for Bid-1819-33 for Anionic Polymer.  Funds in the amount of $602,299 were allocated in the fiscal year 2018-2019 (FYE 2019) Water Fund budget, Water Treatment Plant, Operating Chemicals (account 031-5534-461.31-08) for purchase of all treatment chemicals.

 

DISCUSSION:  With process upgrades for Phase II construction, the Water Treatment plant will be using an anionic polymer in the process to help as a coagulant. Specifications were sent to nine (9) vendors and two (2) bids were received.  The lowest and best bid meeting all specifications was submitted by Thornton, Musso & Bellemin, Inc., in the amount of $1.50 per pound.  This is the first time we have bid anionic polymer, and will only be used on rare occasions (i.e. excessive rains).

 

RECOMMENDATION:  Purchases will be made throughout FYE 2019.  Bids have been examined by Staff, and found to be in order and proper as to form.  Based upon the above information, Staff recommends acceptance of the low bid as listed above.
