BACKGROUND: City Council approved Resolution R-1819-24 on August 28, 2018, appropriating $70,000 to be used to purchase two police replacement motorcycles and associated equipment.
DISCUSSION: The Norman Police Department issued a request for quote (RFQ) for two (2) police pursuit motorcycles on November 2, 2018, through November 26, 2018. Legal notices were issued on November 2, 2018, and November 4, 2018. Five (5) vendors (including three in Oklahoma) were issued RFQ specifications. Several weeks after the RFQ date was closed, several dealerships not on the original vendor list were also contacted. The time to submit a bid was scheduled to close at 1:00 pm on November 26, 2018. and no bids were received.
When it appeared there would be no bids received despite efforts to reach out to potential Harley Davidson vendors, members of the Police Department reached out to Harley Davidson Corporation to ascertain why it appeared no bids were being submitted by authorized dealerships. Harley Davidson Corporation advised that profit margins on these types of orders were very low, but offered to contact a dealership to encourage a bid before the end of the day. Having received no bids by 1:00, the bid opening time was extended to 5:00 pm on the same day. A Harley Davidson Representative then contacted one of their authorized dealers, Maverick Harley Davidson of Carrollton, TX. Maverick provided a quote based on the NPD specifications. The quote specifications were vetted by the Public Works Fleet Division and the purchasing process was vetted by the City of Norman Purchasing Department.
