CONTRACT K-1819-87: A CONTRACT BY AND BETWEEN THE NORMAN UTILITIES AUTHORITY AND CABBINESS ENGINEERING, L.L.C., IN THE AMOUNT OF $125,900 TO PROVIDE ENGINEERING SERVICES RELATED TO DESIGN, BIDDING AND CONSTRUCTION OF THE WATER LINE REPLACEMENT FOR PARSONS ADDITION.

BACKGROUND: The Waterline (WL) Replacement: Parsons Addition project (WA0246) will replace about 9,700 feet of deteriorated and tuberculated waterlines in the area bounded by Brooks Street to the north, Flood Avenue to the west, Lindsey Street to the south, and Elm Street to the east (map attached). The age and condition of the existing lines inhibit effective fire protection, and risk significant leaks and associated water loss. The existing cast iron lines, installed in the 1960's or earlier, will be replaced with C900 polyvinyl chloride (PVC) pipe of similar size, with new fire hydrants and water services.

DISCUSSION: On June 12, 2018, Request for Proposal (RFP) 1819-05 was distributed to consultants. On August 19, 2018, the review team selected Cabbiness Engineering, LLC of Norman as the most qualified consultant for the project. Proposed Contract K-1819-58 will authorize design, bidding and limited construction management services for the required improvements.

As detailed in the proposed project schedule, Attachment A to the contract, final design is expected to be complete in six (6) months, with bidding in July 2019. Construction is estimated at six (6) months, and should be complete during the winter of 2019-2020. The proposed work scope is listed in Attachment B and Attachment C provides the proposed compensation for the contract. Staff believes the proposed lump sum contract for $125,900 is fair and reasonable and recommends approval.

The current year budget includes an unencumbered balance of $132,000 in WL Replacement: Parsons Addition, Design (account 031-9360-462.62-01; project WA0246) which is sufficient to fund the contract.
