FINAL ACCEPTANCE AND FINAL PAYMENT OF CONTRACT K-1718-105 BY AND BETWEEN THE CITY OF NORMAN, OKLAHOMA, AND ACS PLAYGROUND ADVENTURES INC., FOR THE 12TH AVENUE RECREATION CENTER PLAYGROUND PROJECT.

BACKGROUND: During the Fiscal Year Ending 2018 Capital Budget process, City Council approved funding for the 12th Avenue Recreation Center Playground Project. As the City’s largest Recreation Facility, the 12th Avenue facility has become home to an ever-increasing number of programs aimed at elementary-aged children in our after school, summer, and day camp programs. This project added playground facilities, including padded synthetic turf safety surfacing and a shade structure. On 27 March 2018, City Council approved RFP-1718-42 for the 12th Avenue Recreation Center Playground Project, and K-1718-105, which awarded the project to ACS Playground Adventures in the amount of $95,000.
DISCUSSION: Two partial payments of $24,870 and $24,900 were made during the construction process, leaving a remaining balance on K-1718-105 of $45,320. On 19 November 2018, City of Norman Parks and Recreation Staff inspected the new playground and found it to be complete as per specifications.
RECOMMENDATION: It is recommended the City Council accept the 12th Avenue Recreation Center Playground Project as complete and authorize final payment in the amount of $45,230 to ACS Playground Adventures Inc. Funding is available in 12th Ave Recreation Center Improvements Construction (account 023-9815-451.6101; Project RT0088).
