BACKGROUND: Every five years, Public Water Systems (PWS) are required by the Environmental Protection Agency (EPA) to participate in Unregulated Contaminants Monitoring Rule (UCMR) testing. This will be the fourth round of testing conducted by the EPA in which PWS must sample Points of Entry into the distribution system for a series of contaminants that currently are not regulated. This effort is to determine if there is data to suggest regulating is warranted. Analyses required for the upcoming rule include:

* 10 Cyanotoxin Chemicals
* 2 Metals
* 8 Pesticides and 1 Pesticide Manufacturing Byproduct
* 3 Brominated HAA groups
* 3 Alcohols
* 3 Semivolatile Chemicals
* 2 Indicators

Sampling for the City of Norman will begin in November 2018. Public Water Systems participating in UCMR4 must make arrangements with a laboratory that is certified by the EPA prior to beginning the sampling program.

DISCUSSION: Accurate Environmental Laboratory already performs extensive testing services for our water and wastewater systems and has met all standards under its existing contract (Contract No. K-1617-14). A request for quotes was sent out to all laboratories listed by the EPA as being certified to analyze samples for the UCMR4 program. Eight quotes were received that met the city's testing needs. Final quotes from certified laboratories were compiled into a spreadsheet and ranked by price. Accurate Environmental Laboratory provided the best price for the analytical services needed.
