CONTRACT K-1819-60: A CONTRACT BY AND BETWEEN THE CITY OF NORMAN, OKLAHOMA, AND THE NORMAN YOUTH SOCCER ASSOCIATION, INC. FOR THE USE OF GRIFFIN COMMUNITY PARK FOR THE PARKS AND RECREATION DEPARTMENT FOR A PERIOD OF FIVE YEARS.

BACKGROUND: The Norman Youth Soccer Association, Inc. (NYSA) has successfully facilitated both youth and adult soccer programs at Griffin Community Park since 1990. City Council last approved Contract K-1516-49 with NYSA on August 25, 2015, which has now expired.
DISCUSSION: The NYSA youth soccer program has grown at a rapid pace since its inception in 1990, growing in to one of the largest youth soccer organizations in the region.
Contract Number K-1819-60 with the NYSA is the same as the previous contract with the exception of the term of the contract changing from three years to five and Section 1-B, which addresses field use by the Norman Flag Football Association. Section 1-B has been removed since the Norman Flag Football Association no longer exists.
Contract K-1819-60 provides that NYSA will pay $1.00 per year for use of the Park property; all electrical costs associated with the use of the facility; and shall be responsible for all grounds maintenance of the facility at its own expense. The association agrees to hold the City harmless from all claims except those caused by negligence of the City and to provide concession operations for all league and tournament games. The Association also agrees to provide a detailed annual report to the Board of Park Commissioners which will include revenue and expenditure information for all activities offered by the Association.
RECOMMENDATION: It is recommended that City Council approve Contract K-1819-60 with the Norman Youth Soccer Association, Inc., for use of Griffin Community Park for the Parks and Recreation Department.
