BACKGROUND: The Robinson Water Line (WL) Replacement Project will ultimately replace over 6 miles of 16, 24 and 30-inch deteriorated and undersized water lines between the Brookhaven Elevated Water Storage Tank and the Water Treatment Plant (WTP). This water line is generally constructed of cast iron or ductile iron pipe installed in the 1960’s and early 1970's; the water line has had numerous leaks resulting in significant loss of water and damage to the overlying or adjacent roadway. Repairs to this large diameter water line are very expensive, time consuming for Utilities and Public Works staff and is disruptive to traffic in the area as repairs are completed.

 

Initially, the Robinson Water Line Under I-35 Project (WA0195) was created to replace and enlarge the existing water line along Robinson between 24th Avenue NW and the Robinson Water Tower; the estimated cost to complete this project is $7.1 million continuing through the end of 2019. Later, the Robinson Water Line Replacement, 24th NW to Water Treatment Plant (WTP) (Project WA0242) was created to complete the remainder of the replacement project; the estimated cost to replace water lines along 4.5 miles of Robinson is $14.1 million over the next five years.

 

Request for Proposal RFP-1819-05 was distributed to consultants and the review team selected Freese and Nichols, Inc., with offices in Oklahoma City, Tulsa, and several Texas cities, as the most qualified consultant for the 42-inch water line project.

 

This project will start from the WTP and replace approximately 2,100 lineal feet (LF) of 30-inch ductile iron water line with a new 42-inch water line from the WTP to 24th Ave NE along Robinson.  A concrete valve vault will be installed at each end of the project where the connection points are made.  This project is being expedited to coordinate with the upcoming Public Works 24th NE Street Widening Project which will reconstruct the intersection of 24th Avenue NE and Robinson. 

 

DISCUSSIONProposed Contract K-1819-59 will initiate the Robinson Water Line Replacement Project (WA0242) and authorize Freese and Nichols, Inc., to provide preliminary and final design, bidding and construction administration for approximately 2,100 LF of 42-inch, approximately 850 LF of 4, 30, and 36-inch water line, and two (2) large water valve vaults.  The project extends from the WTP west to the intersection of Robinson and 24th Avenue NE.  The proposed new work is illustrated in the attached map.  The proposed project schedule is shown in Attachment A, the proposed work scope is detailed in Attachment B, and the proposed cost is detailed in Attachment C of the contract.

 

The proposed contract totals $168,400 and is broken out into lump sum tasks in Attachment C. The contract amount was negotiated by staff and equates to about 5.9% ($103,200) for design phase services and 2.2% for bidding and limited construction phase services ($39,000) based on the preliminary estimate of $1,757,650 for construction. The contract also includes allowances of $14,500 for Topographic Survey, $8,800 for Geotechnical Analysis, and $2,900 for reimbursables.  This portion of water line design is expected to be complete in approximately 5 months with bidding in February 2019.

 

Unencumbered funds in the amount of $265,000 are available in Robinson WL Replacement Project, Design (account 031-9683-462.62-01; project WA0242) and are sufficient to fund the proposed contract. 

 

RECOMMENDATIONStaff recommends that the NUA approve Contract K-1819-59 for $168,400 with Freese and Nichols, Inc. of Oklahoma City.
