BACKGROUND: In the City of Norman FYE19 budget, $60,000 in funds were approved by City Council to purchase a barrier system that would help protect the public from vehicles driving into areas where large crowds of people were gathered. Upon conducting research on the options, the MIFRAM Mobile Vehicle Barrier II (MVBII) was selected as the barrier system that would best fit the needs and budget for The City of Norman. The quote from Security Pro USA was received for $63,840.

DESCRIPTION: The MVBII's will be utilized on City of Norman streets during University of Oklahoma home football games, the Norman Music Festival, and any other events that are likely to attract a large crowd. A quote from Security Pro USA is attached.

Because there are only two companies in the United States that sell the MVBII, and Security Pro USA has sole distributorship in Oklahoma, Security Pro USA was selected for the purchase. Section 8-204(b)(2) of the Code of the City of Norman authorizes the City Council to waive competitive bidding for the purchase of supplies, materials, equipment, or contractual services which can be furnished only by a single dealer or which have a uniform price wherever bought. Security Pro USA is the sole provider of the MBVII's for Oklahoma and MIFRAM, the sole manufacturer, has issued a letter of sole distributorship for Security Pro USA. A sole distributorship letter from MIFRAM is attached.

RECOMMENDATION: Staff recommends that City Council approve the purchase of the MVBII's as quoted by Security Pro USA in the total amount of $63,840. Staff also recommends appropriating an additional $3,840 from the State Seizure Fund Balance (account 025-0000-253.20-00) for the MVBII's to Plant & Operating Equipme...
