AUTHORIZATION FOR THE NORMAN UTILITIES AUTHORITY TO PURCHASE TWO (2) DIGESTER SLUDGE PUMPS FROM BERTREM PRODUCTS, INC., IN THE AMOUNT OF $68,700 FOR THE WATER RECLAMATION FACILITY.

BACKGROUND: The Norman Water Reclamation Facility (NWRF) has three anaerobic digesters which treat bio-solids for safe, permitted land application. In the most recent Water Reclamation construction project, one digester was converted to a primary unit with a new recirculation pump installed as part of the construction project. The remaining two other recirculation pumps are budgeted for replacement in FYE 19. These pumps were last replaced in 2009 as part of the Sludge Project.
DISCUSSION: Since 2009, two digester mix pumps have been operating continuously and are beginning to show signs of failure. It is now necessary to replace these units to prevent a total failure. A total failure would result in the Reclamation Facility not meeting permit requirements in sludge management. The recirculation pumps are Vaughan horizontal chopper mixing pumps. Bertrem Products is the sole distributor of Vaughan horizontal chopper mixing pumps.
Funds are available in Plant and Operating Equipment / Other (account number 032-5546-432.51-99).
RECOMMENDATION: Staff recommends the purchase of the digester sludge pumps from Bertrem Products for $68,700.
