BACKGROUND: On November 6, 2017, the Oklahoma Department of Transportation (ODOT) awarded a contract to begin construction of the first segment of the State Highway 9 multimodal trail system along the north side of the highway from 24th Avenue SE to 36th Avenue SE. The 10'-foot wide concrete path for bicyclists and pedestrians will be compliant with the sidewalk provisions standards of the American Disabilities Act (ADA), and will ultimately connect the urban part of Norman with Lake Thunderbird State Park. The construction contract was awarded to RDNJ, Inc. (d/b/a A-Tech Paving) from Edmond, OK in the amount of $649,899.85. The project is funded with an 80% federal Transportation Alternative Projects (TAP) grant and 20% local funds. Olsson Associates is doing the contract administration services, including supervision of construction, on behalf of ODOT. The work began on March 5, 2018, and should be completed by mid-July 2018.
To link the multimodal path with the existing sidewalks on 24th Avenue SE, and to modify the existing sidewalk ramps on the northeast quadrant of the SH-9 and 24th Avenue SE intersection to be ADA-compliant, requires additional right-of-way.
DISCUSSION: City staff prepared an easement for the previously mentioned parcel of land and requested the owner (The University of Oklahoma) to consider donating it to the City. During its May 2018 meeting, the Oklahoma Board of Regents agreed to the City's request to donate the small parcel of land to accommodate the needed ramp modification at the SH-9 and 24th Avenue SE intersection.
