BACKGROUND: The City Council Community Planning and Transportation Committee met on September 28, 2017, and recommended amendments to the City's Public Transportation Ordinance to regulate the use of non-motorized transportation for hire (pedicabs) as a means of public transportation in the City of Norman.

DISCUSSION: Currently the City of Norman has ordinances regulating public transportation for taxi-cabs, limousines, and motorbuses, but not for non-motorized transportation. It has been brought to our attention that persons are currently using pedicabs on OU home football game days to transport to and from the stadium. Some of the companies operating in Norman also operate in Oklahoma City and meet all the regulations for non-motorized public transportation in the City of Oklahoma City. Others who are operating pedicabs may or may not be using equipment that is safe for the transport of passengers.

The Committee discussed adopting local regulations to ensure that those companies operating in Norman meet all the regulatory criteria to keep passengers safe during transport. The intent was not to be overly burdensome on staff or operators; therefore, it was determined if a company has recently been licensed in Oklahoma City or another jurisdiction in the State of Oklahoma, they could submit proof of inspections and background checks to accelerate the licensing process in Norman.
