CONTRACT K-1718-130: A CONTRACT BY AND BETWEEN THE NORMAN UTILITIES AUTHORITY AND SMC CONSULTING ENGINEERS, PC IN AN AMOUNT NOT-TO-EXCEED $54,000 FOR ENGINEERING AND DESIGN SERVICES FOR THE SUMMIT VALLEY INTERCEPTOR PROJECT.

BACKGROUND:
The Summit Valley Lift Station (LS) and force main were constructed in 2004 as a part of Summit Valley Addition, Section 1. On October 14, 2003, the developer executed Contract K-0304-57 establishing a monthly lift station fee for Summit Valley Addition; currently, the LS fee is $1.62 per month, per customer. The lift station service area extended beyond the Summit Valley development as illustrated on the Summit Valley LS Service Area Map (attached). The force main discharging from the Summit Valley LS was enlarged to accommodate the entire service area. The developer also increased the diameter of approximately 1,000 feet of Summit Valley sewer interceptor from 8-inch to 18-inch to accommodate potential future growth in the service area.

In 2015, as a part of Summit Valley Addition Section 2, the developer extended the 15-inch Summit Valley sewer interceptor another 1,465 feet to the north to accommodate Section 2 as well as the other serviceable areas.

In 2015, the preliminary plat for Stone Lake Addition was approved contingent upon the provision of a sewer solution for the parcel. The developer agreed to construct approximately 1,200 feet of off-site 8-inch sewer line connecting Stone Lake Addition to the existing East Ridge LS to the west. On April 28, 2015, the developer executed Contract K-1415-130 establishing a monthly lift station fee for Stone Lake Addition; currently, the LS fee is $2.45 per month, per customer.

The sewer improvements completed by the developer of Stone Lake Addition allowed the Norman Utilities Authority (NUA) to construct an 8-inch sewer line under Lindsey Street and abandon the Siena Springs LS. The Siena Springs LS service area is also subject to a LS fee pursuant to Contract K-060...
