Body

BACKGROUND: Contract K-1718-128 is an Interlocal Agreement between the City of Norman and the Board of Cleveland County Commissioners whereby cooperative roadway maintenance and construction activities are performed in the City of Norman.  This contract is renewed annually for the upcoming fiscal year.  The Board of Cleveland County Commissioners has sent the agreement for approval in their next meeting; this is a continuation of previous agreements.  Cleveland County District No. 1, Commissioner Rod Cleveland, provides assistance in rural west Norman; District No. 2, Commissioner Darry Stacy, provides assistance in rural east Norman; and District No. 3, Commissioner Harold Haralson provides assistance in rural south Norman adjacent the City of Noble.

DISCUSSION: The County provides labor and equipment to reconstruct and pave rural and urban roads. This agreement is a pivotal element in the City’s 2016 Street Maintenance Bond Program for rural roads. By combining resources with Cleveland County, the City is able to improve considerably more miles of rural roads.

City Staff is also collaborating closely with Cleveland County on the $27 million CDBG-DR grant program involving improvements to City and County roads.

RECOMMENDATION: Staff recommends approval of Contract K-1718-128 beginning July 1, 2018, through June 30, 2019.
