BACKGROUND: On November 2, 2015, City Council approved contract K-1516-83 with Meyer, Scherer & Rockcastle, Ltd. (MSR) for architectural services for the design of the new Central Library approved as part of NORMAN FORWARD. The Central Library is currently under construction north of Andrews Park.

Council had previously approved an amendment to contract K-1516-83 in the amount of $64,900 to authorize MSR to conduct design services, utilizing their sub consultant engineering firm (Cedar Creek Consulting, Inc.) for design services for the intersection of James Garner Avenue and Acres Street. This contract amendment was funded from NORMAN FORWARD project James Garner/Acres Intersection (NFB008) (account number (051-9403-431.62-01), and did not impact the Central Library budget.

DISCUSSION: The proposed amendment to the current contract (K-1516-83) will allow for structural engineering and architectural coordination related to the installation of the new public art piece for the Central Library. A detailed scope of services and additional information regarding the amendment has been provided by MSR as part of this agenda item.

Amendment No. 1 will increase the contract amount by $14,305. The contract amount amendment equates to a change of 0.38% of the total Central Library design contract amount.

Funding for the amendment will be allocated from NORMAN FORWARD funding for the Central Library project (Account 051-9507-455.62-01; NFB016). No increase in the overall project budget will be needed. Funding from project contingency can...
