FINAL ACCEPTANCE AND FINAL PAYMENT OF CONTRACT K-1617-102 BY AND BETWEEN THE CITY OF NORMAN, OKLAHOMA, AND DOWNEY CONSTRUCTION COMPANY, INC., FOR THE GEORGE SUTTON WILDERNESS PARK TRAIL AND PARKING LOT CONSTRUCTION PROJECT.

BACKGROUND: In order to make improvements to the George M. Sutton Urban Wilderness Community Park, Park Planning staff applied for a Recreational Trails Grant from the Oklahoma Tourism and Recreation Department (OTRD) in January, 2015. The request was for the maximum $160,000 that would be matched by $40,000 in funds from the City of Norman to implement a total of $200,000 of development in the park. The project included the construction of a parking lot expansion that will double the number of spaces available to the public, as well as repairing and surfacing the walking trail in the park.
DISCUSSION: On March 28, 2017 contract K-1617-102 for the George Sutton Wilderness Park Trail and Parking Lot Construction Project was awarded to Downey Construction Company, Inc., in the amount of $185,085. Three partial payments were made during the construction progress.
On April 2, 2018, City of Norman Parks and Recreation staff inspected the new parking lot and trail and found it to be complete as per specifications.
RECOMMENDATION: It is recommended that City Council accept the George Sutton Wilderness Park Trail and Parking Lot Construction Project as complete and authorize final payment in the amount of $12,028.50 to Downey Construction Company, Inc. Funding is available in Sutton Wilderness Trail, Construction (account 022-9074-452.61-01; project PC0019) and Sutton Wilderness Trail, Construction (account 050-9074-452.61-01; project PC0019).
