RATIFICATION OF A DECLARATION OF EMERGENCY FOR REPAIRS TO THE SEWER COLLECTION SYSTEM ALONG EAST ROBINSON STREET BY URBAN CONTRACTORS, L.L.C. IN THE AMOUNT OF $156,658 FOR THE NORMAN UTILITIES AUTHORITY.

BACKGROUND: On January 11, 2018, a Sewer Line Maintenance Division TV camera became lodged in a void of an eight-inch sewer line along East Robinson Street. Recently, a similar problem occurred on a connecting line on Superior Avenue (see attached map). Norman Utilities Authority (NUA) staff contracted with Urban Contractors, LLC (Urban) to remove the camera. During TV inspection, significant damage was noted in segments of both collection lines. Both lines are fifteen (15) to seventeen (17) feet deep and were in danger of imminent failure. Staff deemed the condition an emergency, creating a risk to public health and safety.

Staff requested, and Urban agreed to replace both lines at the unit prices bid on our recently completed Sewer Maintenance Project FYE14 project. The recent contract bid prices are an excellent value to the NUA for the emergency work. The estimated cost of sewer line replacement under this emergency is about $89 per foot. Typical sewer replacement costs in the past have approached $100 per foot.

On January 18, 2018, NUA staff prepared a memo requesting an emergency declaration. On January 19, 2018, City Manager Steve Lewis signed the memo, at which time staff directed Urban to initiate emergency work.

DESCRIPTION: As stated in the attached staff memo, Sections 8-203 and 8-204 of the City Code exempt Council approval of contracts greater than $25,000, and competitive bidding if necessary to preserve peace, health, or safety.

Based on preliminary estimates of expected quantities, and prices from our recently completed contract bid project, the estimated cost was $165,150. As stated in our staff memo, the current year budget for Sewer Maintenance Project FYE14 included an unencumbered balance of approximately $1,543,00...
