CONSIDERATION OF REQUEST FOR PROPOSAL RFP-1718-42, APPROVAL OF CONTRACT K-1718-105 BY AND BETWEEN THE CITY OF NORMAN, OKLAHOMA, AND ACS PLAYGROUND ADVENTURES, INC., IN THE AMOUNT OF $95,000; PERFORMANCE BOND B-1718-69; STATUTORY BOND B-1718-70; MAINTENANCE BOND MB-1718-52, AND RESOLUTION R-1718-44 GRANTING TAX EXEMPT STATUS FOR THE 12TH AVENUE RECREATION CENTER PLAYGROUND PROJECT.

BACKGROUND: During the Fiscal Year Ending 2018 Capital Budget process, City Council approved funding for the 12th Avenue Recreation Center Playground Project. As our largest Recreation Facility, the 12th Avenue facility has become home to an ever-increasing number of programs aimed at elementary-aged children in our after school, summer, and day camp programs.  There is not a great deal of outdoor exercise equipment at the facility, however, except for a four court tennis facility.  This proposed project would add playground facilities at the site, including padded synthetic turf safety surfacing and a shade structure. Adding this playground will provide more outdoor recreation opportunities than currently offered at the Recreation Center.

 

DISCUSSION: On 5 and 12 January, 2018, Request For Proposal RFP-1718-42 for the 12th Avenue Recreation Center Playground Project was advertised in the Norman Transcript, Southwest Construction News, e-Plan, i-Square Foot, Bid News and Dodge Report.  Requests for proposals were distributed to 10 playground equipment vendors, 5 of whom responded with complete proposals. 

 

Parks and Recreation staff carefully evaluated the playground proposals based on the optimum number of diverse play events, overall play area, and age-appropriateness for the after school program. Bidders were asked to maximize the $95,000 playground budget.  Some vendors offered designs that cost less than $95,000, and as a result their playgrounds were not as large or diverse as the one being recommended.

 

The play unit recommended maximizes play value for ages 5-12 years by incorporating multi-level play areas/levels and transition heights.  The play unit chosen is based around a net climbing unit, which includes several other play components which are attached to or integrated within the major net play unit. Additional play components include a slide, standing spinner, an arch climber, a seated spinner, a standing spring rocking platform, a see-saw, and a two-bay swing set.

 

Staff recommends awarding Contract Number K-1718-105 to ACS Playground Adventures, in the total amount of $95,000 for the 12th Avenue Recreation Center Playground Project.

 

RECOMMENDATION NO.1: It is recommended that Request for Proposal RFP-1718-42 be awarded to ACS Playground Adventures in the amount of $95,000 for the 12th Avenue Recreation Center Playground Project. The funding of $95,000 is available for this project in the Room Tax Fund, 12th Ave Recreation Center Improvements, Construction (account 023-9815-451.61-01; project RT0088).

 

RECOMMENDATION NO.2: It is further recommended that City Council approve Contract K-1718-42, Performance Bond B-1718-69, Statutory Bond B-1718-70, and Maintenance Bond MB-1718-52

 

RECOMMENDATION NO.3: It is further recommended that ACS Playground Adventures be authorized and appointed as project agent for 12th Avenue Recreation Center Playground by Resolution R-1718-44 granting tax exempt status to ACS Playground Adventures.
