CONSIDERATION OF AWARDING BID 1718-34; CONTRACT K-1718-88 BY AND BETWEEN THE CITY OF NORMAN, OKLAHOMA, AND RDNJ, L.L.C., D/B/A A-TECH PAVING IN THE AMOUNT OF $376,872; PERFORMANCE BOND B-1718-51; STATUTORY BOND B-1718-52, MAINTENANCE BOND MB-1718-37; AND RESOLUTION R-1718-62 GRANTING TAX EXEMPT STATUS FOR THE LAHOMA AVENUE IMPROVEMENT PROJECT FROM NEBRASKA STREET TO HUGHBERT STREET.

BACKGROUND: In the Norman General Obligation Bond Election of 2016, voters approved a 5-year, 4-phase program to address maintenance needs on neighborhood streets, i.e. the Street Maintenance Bond Program. The four categories include (1) Urban Asphalt Street Rehabilitation, (2) Urban Concrete Street Rehabilitation, (3) Urban Road Reconstruction and (4) Rural Road Rehabilitation. Prior to the election, the City provided a list of all streets included in the program based upon the pavement condition data from the City’s current Pavement Management System. The following is the list of Urban Road Reconstruction projects included in the 2016 GOB Election:
• 2017 - Lahoma Street - Gray Street to Nebraska Street
• 2018 - Lahoma Street - Nebraska Street to Hughbert Street
• 2019 - Walnut Road - South 2700 Block to Imhoff Road
• 2020 - McCall Drive - Chautauqua Avenue to Pickard Avenue
• 2021 - Pickard Street - Kansas Street to Acres Street
Lahoma Street from Nebraska Street to Hughbert Street is located in the central part of Norman. The area around the project is established residential housing. The current roadway is constructed of asphalt pavement with no curb and gutter. The roadway was originally constructed in the early 1940’s when housing for the base was established. The stormwater drains through ditches on either side of the roadway. The City’s goal is to provide residents with a new driving surface with curb and gutter and improved drainage systems. Specific improvements for this project include:
• 1,370 feet of new two-lane roadway
• 2,700 curb and gutter throughout
• Stormwater improvements including curb hoods and inlets
On January 28, 2017, City Council approved Contract K-1617-100 with Garver Engineering providing for preparation of final plans and specifications for the roadway improvements of Lahoma Avenue from Nebraska Street to Hughbert Street in the amount of $102,100.
DISCUSSION: Bid documents and specifications for the Lahoma Avenue from Nebraska Street to Hughbert Street were advertised on January 18th, 2018 and January 25th, 2018 in accordance with State Law. Nine (9) potential bidders acquired plans and specifications. Five (5) bids were received on February 8th, 2018.
The low bidder is RDNJ, LLC dba A-Tech Paving of Edmond, Oklahoma in the amount of $376,872. This is $91,135.00 below the next lowest bidder. The Engineer’s Estimate for this project is $437,363. Staff and the consultant for this project have done a comparative analysis of these bids and believe the low bid to be competitive and representing a fair price. The bid tabulation is attached.
This project will be funded from Road Reconstruction of Lahoma Avenue from Nebraska Street to Hughbert Street, Construction (account 050-9385-431.61-01; project BP0378).
Award of this project is mandatorily tied to the Lahoma Avenue from Gray Street to Nebraska Street project (BP0247).
If approved, construction of Lahoma Avenue - Nebraska Street to Hughbert Street will begin by July 1, 2018. Construction of this phase will begin after completion of Lahoma Avenue - Gray Street to Nebraska Street, in order to minimize the impact to residents of the area. The construction time for this project is 80 days. An estimated completion date for both projects is October 1st, 2018, 180 days after construction begins.
RECOMMENDATION No. 1: Staff and our consultant have reviewed the bids and recommend Bid 1718-34 for Lahoma Avenue from Nebraska Street to Hughbert Street Roadway Improvements be awarded to the low bidder, A-Tech Paving of Edmond, Oklahoma, for $376,872.

RECOMMENDATION No. 3: Staff further recommends that A-Tech Paving be authorized and appointed as Project Agent via Resolution R-1718-62.
