CONSIDERATION OF AWARDING BID 1718-33; CONTRACT K-1718-87 BY AND BETWEEN THE CITY OF NORMAN, OKLAHOMA, AND RDNJ, L.L.C., D/B/A A-TECH PAVING IN THE AMOUNT OF $561,799.25; PERFORMANCE BOND B-1718-49; STATUTORY BOND B-1718-50; MAINTENANCE BOND MB-1718-36; AND RESOLUTION R-1718-61 GRANTING TAX EXEMPT STATUS FOR THE LAHOMA AVENUE IMPROVEMENT PROJECT FROM GRAY STREET TO NEBRASKA STREET.

BACKGROUND: In the Norman General Obligation Bond Election of 2016, voters approved the Street Maintenance Bond Program, a 5-year, 4-phase program to address maintenance needs on neighborhood streets, i.e. Street Maintenance Bond Program. The four categories include (1) Urban Asphalt Streets Rehabilitation, (2) Urban Concrete Streets Rehabilitation, (3) Urban Roads Reconstruction and (4) Rural Road Rehabilitation. Prior to the election, the City provided a list of all streets included in the program; based upon the pavement condition data from the City’s current Pavement Management System. The following is the list of Urban Road Reconstruction projects included in the 2016 GOB Election:
2017 - Lahoma Street - Gray Street to Nebraska Street
2018 - Lahoma Street - Nebraska Street to Hughbert Street
2019 - Walnut Road - South 2700 Block to Imhoff Road
2020 - McCall Drive - Chautauqua Avenue to Pickard Avenue
2021 - Pickard Street - Kansas Street to Acres Street
Lahoma Street from Gray Street to Nebraska Street is located in the central part of Norman. The area around the project is established residential housing. The current roadway is constructed of asphalt pavement with no curb and gutter. The roadway was originally constructed in the early 1940’s, when housing for the base was established. The stormwater drains through ditches on either side of the roadway. The City’s goal is to provide residents with a new driving surface with curb and gutter and improved drainage system. Specific improvements for this project include:
• 1,330 feet of new two-lane roadway
• 2,660 feet of curb and gutter throughout
• Stormwater improvements including installation of curb hoods and inlets
On January 28, 2017, City Council approved Contract K-1617-99 with Garver Engineering providing for preparation of final plans and specifications for the roadway improvements of Lahoma Avenue from Gray Street to Nebraska Street in the amount of $107,300.
DISCUSSION: Bid documents and specifications for the Lahoma Avenue from Gray Street to Nebraska Street were advertised on January 18th, 2018 and January 25th, 2018 in accordance with State Law. Nine (9) potential bidders acquired plans and specifications. Five (5) bids were received on February 8th, 2018.
The low bidder is RDNJ, LLC dba A-Tech Paving of Edmond, Oklahoma in the amount of $561,799.25. This is $93,010.75 below the next lowest bidder. The Engineer’s Estimate for this project is $639,273. Staff and the consultant for this project have done a comparative analysis of these bids and believe the low bid to be competitive and representing a fair price. The bid tabulation is attached.
This project will be funded from Road Reconstruction of Lahoma Avenue from Gray Street to Nebraska Street, Construction (account 050-9385-431.61-01; project BP0247).
Award of this project is mandatorily tied to the Lahoma Avenue from Nebraska Street to Hughbert Street (project BP0378).
If approved, construction of Lahoma Avenue - Gray Street to Nebraska Street will begin in March, 2018. The construction time for this project is 100 days with an estimated completion of July 1, 2018. In order to minimize the impact to residents, construction on the next phase will not begin until this project is completed. The combined construction time for both projects is 180 days, with an expected completion date of October 1st, 2018.
RECOMMENDATION No. 1: Staff and our consultant have reviewed the bids and recommend Bid No 1718-33 for Lahoma Avenue from Gray Street to Nebraska Street Roadway Improvements be awarded to the low bidder, A-Tech Paving of Edmond, Oklahoma, for $561,799.25.
RECOMMENDATION No. 2: Staff further recommends that, upon approval of Bid No. 1718-33, the following contract and bonds be approved:

RECOMMENDATION No. 3: Staff further recommends that, upon approval of Bid No. 1718-33, A-Tech Paving be authorized and appointed as Project Agent via Resolution R-1718-61.
