BACKGROUND: On June 27, 2016 the City Manager approved a budget transfer request to pay for air conditioning to be installed in the telemetry and server room at WRF.
The Water Reclamation Facility (WRF) has substantial network equipment located in a back room that not only supports the daily operations of the plant's Supervisory Control and Data Acquisition (SCADA) system, but also provides fiber connections and routing for multiple groups of traffic signals and several remote facilities back to the City's main data center in the Municipal Complex, Building C. The room that is housing this critical network equipment is also presently used for Programmable Logic Controller (PLC) equipment that runs operations on the plant grounds. The room is currently maintained on the building's heating, cooling ventilating system, which is not sufficiently cooling the area nor does it provide any humidification that computer network equipment requires. The room is reaching 80 degrees which is too hot for the present equipment, and will not allow for the new computer server equipment to be installed in the facility.
DISCUSSION: The City's Information Technology (IT) Department had a reputable design company for computer room systems develop a set of specifications to properly cool and humidify the room based on present loading and future heat load that will be added. The specifications were sent to 3 mechanical engineering companies to price the project as turnkey for electrical, air conditioning, and remote monitoring/notifications; however only two of the companies responded with a quote within the timeframe allotted.
