AUTHORIZATION FOR EXPENDITURE NO. THREE UNDER CONTRACT NO. K-0910-55 WITH LEMKE LAND SURVEYING IN AN AMOUNT NOT-TO-EXCEED $69,520 TO PROVIDE SURVEYING AND DRAFTING SERVICES FOR THE FYE 14 SEWER MAINTENANCE PROJECT.

BACKGROUND: In 2001, the citizens of Norman approved a five dollar per month maintenance fee providing for the systematic replacement of aged and deteriorating sewer lines throughout our system. The Sewer Maintenance Project FYE14 (SMP14) is rehabilitative in nature and includes replacement of up to 47,000 feet of sewer line and about 230 manholes. Deteriorated pipe will be replaced with thick wall, high density polyethylene (HDPE) sewer pipe, using primarily the pipe-bursting technique. The project area is generally bounded by Robinson to the North, Sherry to the West, Main Street to the South, and Berry to the East, excluding Dakota & Iowa, which were in the 2009 project area (map attached).
On August 25, 2009, the Norman Utilities Authority (NUA) approved Contract K-0910-55 with Lemke Land Surveying for on-call surveying and drafting services. An RFP process was completed at that time. SMP14 is the type of project the on-call contract is meant to address. On July 23, 2013 the NUA approved Work Order No. 1 to Contract No. K-0910-55 with Lemke for On-call services on SMP 2013.
DESCRIPTION: Staff desires to accept Lemke's proposal, attached, in an amount not to exceed $69,520 for surveying and drafting services to assist staff design of SMP14. The proposal scope and cost estimate are reasonable, in accordance with the terms and conditions of the on-call contract, and at the contract rates. The Fiscal Year Ending (FYE) 2015 budget for SMP14, Project WW0202, includes an unencumbered balance of $70,000 in Account 321-9338-432.62-01 for design, which is sufficient to fund the expenditure contract. This expenditure under Contract No. K-0910-55 is being brought forward for Council approval because it exceeds $25,000.
