BACKGROUND: The current Sanitation Division office building no longer meets the needs of the division. Most importantly, staffing levels necessary to meet current customer service demands cannot be accommodated in the current facility. In addition, the existing building layout is very inefficient. It requires field personnel to pass through administrative work areas to meet with supervisors, which consistently disrupts administrative and customer service work activities. Moreover, the current facility does not have sufficient CNG ports for Sanitation Division trucks.

After a thorough evaluation of the existing Sanitation Division office building, it was determined that the building could not be readily expanded to meet current or future personnel needs, nor could it be reconfigured to enhance efficiency or to accommodate additional CNG ports for trucks. The most economical solution was determined to be construction of a new facility adjacent to the current facility. A new facility could be sized to accommodate current and near term staffing needs and designed to be expandable in the future should growth necessitate additional staffing. A new facility could also be configured to most efficiently meet the specific functional needs of the Sanitation Division. Moreover, employee parking at the new facility would open space for additional CNG ports and truck parking adjacent to existing CNG ports in what is the current employee parking area. Finally, upon completion of the new Sanitation Division office building, the old facility will be turned over Fleet Maintenance/Public Works who occupy adjacent facilities and are also in need of additional office space.
