CONSIDERATION OF ACCEPTANCE OF A GRANT IN THE AMOUNT OF $550,000 FROM THE U.S. DEPARTMENT OF HOUSING & URBAN DEVELOPMENT THROUGH THE OKLAHOMA DEPARTMENT OF COMMERCE, APPROVAL OF CONTRACT K-1415-37, AND DEPOSIT OF FUNDS TO THE CDBG-DR REVENUE ACCOUNT TO BE APPROPRIATED TO CDBG-DR/CAPITAL PROJECTS-MATERIALS ACCOUNT.

The Community Development Block Grant Disaster Relief (CDBG-DR) application was in the amount of $550,000. That grant application to the Oklahoma Department of Commerce included two projects: repair and reconstruction of 108th Avenue NE from Rock Creek Road to Franklin Road (2 miles); and 168th Ave NE from Rock Creek Road to Indian Hills Road (3 miles). These projects are being jointly constructed between the City of Norman and Cleveland County and the budget is for the cost of materials only.

The funding was offered only to communities and counties that were in the federally declared disaster areas from the 2014 tornados. Projects had to meet all CDBG and Disaster Relief regulations for eligibility, go through a public meeting other than a City Council meeting, and pass the environmental review process. All of those steps have been completed and approved.

DISCUSSION: Contract K-1415-37 with the Oklahoma Department of Commerce is a standard state contract and requires that all pertinent State and Federal Laws be met. Upon execution of the Contract the City will be able to expend these funds in furtherance of the approved projects.

The City will record the grant revenues into the CDBG-DR Revenue account (number 021-0000-331.13-77) and expenditures into CDBG-DR/Capital Projects-Materials (account 021-4000-463.6301).

RECOMMENDATION: Staff recommends approval of Contract K-1415-37 in the amount of $550,000 with the Oklahoma Department of Commerce. Staff further recommends that Other Revenue/CDBG-DR (021-0000-331.13-77) be increased and those revenues of $550,000 then be appropriated into CDBG-DR/Capital Projects-Material...
