BACKROUND:  The Norman Municipal Authority (NMA) approved Contract No. K-0708-114 with the Board of County Commissioners for Cleveland County on April 22, 2008, to lease an area of approximately 120 feet by 120 feet for placement of an eastside recycling center.  The lease is renewable annually under the same terms and conditions for up to ten additional years, if agreeable to both parties.
 
DESCRIPTION:  Contract No. K-0708-114 allowed the NMA to lease Cleveland County Fairgrounds property located at the west entrance off Porter Avenue for the eastside recycling center at no charge for one year.  In exchange, the NMA paved the recycling center area and installed trees adjacent to the site at locations determined by the Fairgrounds Board.  Amendment No. 6 to Contract No. K-0708-114 would extend the contract through April 22, 2015.
 
Thanks to continued cooperation between the Cleveland County Board of Commissioners and the City of Norman, almost 340 tons of recyclable material was collected at the Fairgrounds recycling center last year.  This material was kept out of the landfill and off the streets, which is a great benefit to the community.
 
RECOMMENDATION:  Staff recommends approval of Amendment No. 6 to Contract No. K-0708-114 with the Board of County Commissioners for Cleveland County extending the term through April 22, 2015.
