AUTHORIZATION FOR THE NORMAN UTILITIES AUTHORITY TO PURCHASE AN UPGRADE TO THE SUPERVISORY CONTROL AND DATA ACQUISITION (SCADA) SYSTEM SOFTWARE FROM REXEL AUTOMATION IN THE AMOUNT OF $59,860 FOR THE WATER RECLAMATION FACILITY.

BACKGROUND: In 2009, the Norman Water Reclamation Facility (NWRF) installed two dewatering centrifuges as part of the Sludge Improvement Project. Associated with the units is a variety of different electrical equipment including Supervisory Control and Data Acquisition (SCADA) systems. This system helps the operator control the operation of the centrifuge by allowing different settings to be input into the system which makes the centrifuge operate properly.
DISCUSSION: Because of the age of the SCADA system, it is now time to upgrade it to newer telemetry which will allow the units to operate more efficiently. Some of the old parts of the system are no longer available for purchase and therefore will render the units unusable if the SCADA system stops working. Rexel Automation (sole source provider and distributor) will be upgrading the system for NWRF for the amount of $59,860.00. Section 8-204(b)(2) of the Norman Code of Ordinances allows an exception to competitive bidding for “supplies, materials, or contractual services which can be furnished only by a single dealer, or which have a uniform price wherever bought”.
Funding for project is budgeted in the Water Reclamation Fund Capital Project number WW0313 and is funded in account 032-9363-432.61-01. A quote and sole source letter are attached.
RECOMMENDATION: Staff recommends approval of the purchase of SCADA software from Rexel Automation in the amount of $ 59,860 as the sole source supplier.
