BACKGROUND: The mission of the Norman Police Department is to maintain and enhance the quality of life in the City of Norman by protecting life, liberty, property, and keeping the peace. The pursuit of this mission requires the provision and maintenance of uniform items, equipment, and training to deliver the expected police services. The Norman Police Department must provide commissioned members of the Department serviceable uniforms and equipment to respond to routine calls for police service and present a professional image reflective of community expectations. In addition, the Norman Police Department must have available the tools necessary to provide expected police services in locations and circumstances that are encountered infrequently. The Norman Police Department must pursue best practices in policing through advanced training to maintain community trust and increase police legitimacy. Although not an exhaustive list, these items provide an increased level of preparedness and safety for the members of the Norman Police Department and the citizens they serve.

DISCUSSION: The appropriation requested will fund uniform items and equipment for commissioned employees, equipment to aid in police response to rugged terrain and unusual occurrences, and advanced training for members of the Command Staff. The funding needed for the Norman Police Department to provide the recommended uniform items, equipment, and training is not available in FY14 Police Department budget.

RECOMMENDATION: It is recommended that $119,425 be appropriated from the State Seizure Fund Balance Account (025-0000-253.20-00) to the following:
