CONSIDERATION OF ORDINANCE O-1617-35 UPON SECOND AND FINAL READING: AN ORDINANCE OF THE COUNCIL OF THE CITY OF NORMAN, OKLAHOMA AMENDING CHAPTER 22 OF THE CODE OF THE CITY OF NORMAN TO ADD SECTION 429.7 - CENTER CITY FORM-BASED CODE (CCFBC) AND AMENDING SECTION 460 SO AS TO REMOVE ALL PROPERTIES LOCATED WITHIN THE CCFBC DISTRICT AS DEPICTED ON THE DISTRICT MAP PUBLISHED IN SECTION 302 OF THE CCFBC FROM THEIR CURRENT ZONING DISTRICT DESIGNATIONS AND PLACE THOSE PROPERTIES IN THE CCFBC ZONING DISTRICT DESIGNATION OF SAID CITY; AND PROVIDING FOR THE SEVERABILITY THEREOF.

REQUEST SUMMARY: This is a request to amend Chapter 22 of the City Code (Zoning Ordinance) to add a new Section 429.7 to the Zoning Ordinance creating the Center City Form-Based Code (CCFBC) Zoning District and rezone an approximately 42-block area to the CCFBC Districts.
BACKGROUND: City Council approved a Memorandum of Understanding (MOU) between the City of Norman and the University of Oklahoma (OU) on January 14, 2014. The MOU set forth the terms and conditions that would govern the development of a Center City Master Plan/Visioning Project and outlined the responsibilities of the City of Norman and the University of Oklahoma. Under the terms of the MOU, each party was responsible for providing representation in the selection of a Consultant for the Project; providing representation on the Project Steering Committee; providing support to the Consultant in their respective areas of expertise; and providing funding for the project up to $100,000 each with a total funding allocation not to exceed $200,000.
The Form-Based Code, which is the outcome for this Project, was generated and recommended through a Steering Committee.
