CONSIDERATION AND AWARDING OF BID NO. 1213-21 FOR THE PURCHASE OF TRAFFIC CONTROLLER AND CABINET ASSEMBLIES FOR THE TRAFFIC CONTROL DIVISION.
ACTION NEEDED: Motion to accept or reject the bid as meeting specifications; and, if accepted, award the bid in the amount of $15,042 each for a total bid of $45,126 to Mid-American Signal, Inc. as the lowest and best bidder meeting specifications.

BACKGROUND: The Traffic Control Division maintains all of the signalized locations within the City of Norman. In Fiscal Year 1990, we began a traffic signal controller and cabinet assembly replacement program. This program has allowed us to remove older controller and cabinet assemblies that present maintenance problems.
DISCUSSION: Bid No. 1213-21 was opened on September 6, 2012 and will provide replacement traffic signal controller and cabinet assemblies for the following intersections:
Main Street and Norman High School
Main Street and Hal Muldrow Drive
Main Street and Mercedes Drive
The City of Norman has adopted Econolite Control Products, Inc., as the sole source provider for Traffic Control Signal controller and cabinet assemblies. Three (3) vendors who are authorized distributors for Econolite Control Products, Inc., were sent bid packets and one vendor responded with a bid. That vendor, Mid American Signal, Inc. (Kansas City, KS), is the area representative for Econolite Control Products, Inc. The other two vendors sent Bid packets were Econolite Control Products, Inc. (Santa Fe, NM) and Econolite Control Products, Inc. (Golden, CO).
RECOMMENDATION: It is recommended that Bid No. 1213-21 for three (3) traffic signal controller and cabinet assemblies be awarded as follows:
Award to Mid-American Signal, Inc (Kansas City, KS)
Bid Amount - $45,126 ($15,042 each)
Budget Amount - $46,000
