BACKGROUND: On August 8, 2017, City Council awarded MTZ Construction, Inc. of Oklahoma City the bid for the Fiscal Year 2017-2018 (FYE 2018) Concrete Projects, which included five sidewalk improvement projects. MTZ has completed all of the FYE 2018 Concrete Projects but are still under contract for any additional sidewalk repairs that may occur. The approved contract amount is $250,650.

In November of 2017, staff received a request from Cleveland Area Rapid Transit (CART) to improve Americans with Disabilities Act (ADA) access to multiple bus stops across Norman to meet current ADA compliance standards. These locations were identified by CART by an ADA Audit of all of CART's facilities. The improvements include access to the pedestrian sidewalk system at most of the locations. In the past, the City of Norman has partnered with CART to provide compliant accessible routes to area bus stops and is committed to ADA compliance in the public rights-of-way.

DISCUSSION: The improvements requested by CART include modifications to sidewalks, landing areas and connectivity to the sidewalks for ADA compliance at thirty-five (35) bus stop locations and their routes, as shown in the attached table and Location Plan. Because MTZ Construction, Inc. is currently under contract, staff is proposing a change order using the Citywide Sidewalk Reconstruction Program unit prices. If approved by Council, additional time will not be added to the contract. All work will be completed by June 30, 2018.
