AUTHORIZATION FOR EXPENDITURE NO. TWO UNDER CONTRACT K-0910-62 WITH CARDINAL ENGINEERING IN AN AMOUNT NOT-TO-EXCEED $126,500 TO PROVIDE ENGINEERING SERVICES FOR THE CROSSROADS WATER LINE REPLACEMENT PROJECT.

BACKGROUND: The Crossroads Waterline Replacement project (WA0213) will replace about 14,000 feet of ductile iron (DI) water line with C900 PVC in the Crossroads subdivision as shown on the attached map. Deteriorated, failing DI water lines are causing water outages, water loss, driveway damage and street failure.
Also, due to rapidly deteriorating conditions, Water Line Maintenance Division has asked that an additional 2,000 feet of DI water line be replaced, subject to available funding. The additional 8-inch water lines will be upsized to 12-inch and are along 24th Avenue NW from near Boardwalk to just north of Tee Circle. Staff believes that completion of both projects concurrently is most cost efficient. The extra work may be bid as an additive alternate.
On August 25, 2009, the Norman Utilities Authority (NUA) approved Contract K-0910-62 with Cardinal Engineering for on-call engineering services. An RFP process was completed at that time. The Crossroads water line project is the type of project the on-call contract is meant to address.
DESCRIPTION: Staff desires to accept Cardinal's proposal, attached, in an amount not to exceed $126,500. Staff requested and Cardinal agreed to complete engineering services for both the Crossroads Area and the 24th Avenue NW Area water lines at the on-call contract rates. The proposed purchase under Contract K-0910-62 is brought forward for NUA approval because it exceeds $25,000. The proposal scope and cost is reasonable and in accordance with the terms and conditions of the on-call contract.
The Fiscal Year Ending 2016 budget includes $149,000 to design the Crossroads Water Line Project (Account 031-9360-462.62-01, WA0213), which is sufficient to fund the contract.
