R-1314-17: A RESOLUTION OF THE COUNCIL OF THE CITY OF NORMAN, OKLAHOMA, APPROPRIATING $123,000 FROM THE SEIZURE AND RESTITUTION FUND BALANCE TO PURCHASE COMMUNICATIONS EQUIPMENT AND FIRST AID KITS FOR FIRST RESPONDERS, SKILL-MAINTENANCE AND QUALIFICATION AMMUNITION FOR OFFICERS, AND PROVIDE FUNDING FOR INVESTIGATIVE EXPENSES FOR THE SPECIAL INVESTIGATIONS DIVISION, REQUIRED MAINTENANCE FOR A SEIZED VEHICLE, AND OPERATIONAL EQUIPMENT FOR THE BIKE TEAM.

BACKGROUND: The mission of the Norman Police Department is to maintain and enhance the quality of life in the City of Norman by protecting life, liberty, property, and keeping the peace. The pursuit of this mission requires specific capabilities be acquired and maintained to deliver the expected police services. The Norman Police Department must maintain reliable communications equipment for first responders and investigators, be prepared to attend to traumatic injuries, require firearm skills maintenance from officers, have access to financial resources to investigate drug offenses and criminal enterprises, have access to serviceable vehicles, and employ the use of bike officers to improve police response. Although not an exhaustive list, these capabilities provide an increased level of preparedness and safety for the members of the Norman Police Department and the citizens they serve.
DISCUSSION: The appropriation requested will fund communications equipment and first aid kits for first responders, skill-maintenance and qualification ammunition for officers, investigative expenses for the Special Investigations Division, provide required maintenance for a seized vehicle, and operational equipment for the Bike Team. The funding needed for the Norman Police Department to maintain the identified capabilities is not available in FY14 Maintenance & Operating (M&O) accounts.
