CONTRACT K-2021-43: A CONTRACT BY AND BETWEEN THE CITY OF NORMAN, OKLAHOMA, AND METROPOLITAN FAIR HOUSING COUNCIL, INC. IN THE AMOUNT OF $25,000 AS AGREED UPON UNDER THE 46TH YEAR COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM AND THE FYE 2021 HOME INVESTMENT PARTNERSHIP PROGRAM.

PROPOSED USE OF FUNDS: The funding requested by Metropolitan Fair Housing Council (MFHC) will provide fair housing services for residents of Norman.  Those services include educational outreach, investigation of fair housing complaints, and other related activities.

 

BACKGROUND: On May 12, 2020, Council approved the CDBG and HOME Annual Action Plans in the total amount of $1,323,190.  The funding for this contract was detailed within the CDBG Action Plan. The funding for the CDBG and HOME Programs is provided by the U.S. Department of Housing and Urban Development (HUD). 

 

The CDBG and HOME budgets were developed over a series of meetings of the Community Development Block Grant Policy Committee.  This Committee consists of fifteen members that are elected as designated in the Citizen Participation Plan.  The proposed budget was unanimously approved by the Policy Committee on April 1, 2020.

 

An Annual Report that includes a summary of services provided by the fiscal year 2019-2020 (FYE20) contract is included in Attachment A.

 

DISCUSSION:  The proposed contract represents a total of $25,000 for fair housing activities that are a required part of the CDBG and HOME Programs. The contract has been developed in conjunction with all City of Norman and HUD requirements.

 

RECOMMENDATION:  Staff has reviewed the proposed contract and recommends approval of Contract K-2021-43 in the amount of $25,000 to MFHC.  Funds are available in the Community Development Fund, fiscal year 2020-2021, Consultant-Other (account 21240011 44009; $10,000; and account 21240014 44009; $15,000).
