BACKGROUND: On November 2, 2015, City Council approved Contract K-1516-83 with Meyer, Scherer & Rockcastle, Ltd. (MSR) for architectural services for the design of the new Central Library approved as part of NORMAN FORWARD. The Central Library will be located north of the intersection of Acres Street and James Garner Avenue. Additionally, construction of James Garner Avenue was also approved as part of the NORMAN FORWARD program.

DISCUSSION: The proposed amendment to the current contract (K-1516-83) will authorize MSR to conduct additional design services, utilizing their sub-consultant civil engineering firm (Cedar Creek Consulting, Inc.) for design services to add low-impact development features for the intersection of James Garner Avenue and Acres Street. Amendment No. 1 will increase the contract amount by $28,000. This additional work will allow for design of needed revisions to add two (2) new additional waterlines and upgrade designs and the addition of bioswales to the boulevard areas in the street/intersection design. These elements are being incorporated in an effort to add Low Impact Development (LID) elements to the project design.
