CONSIDERATION OF AUTHORIZATION FOR THE PURCHASE AND INSTALLATION OF LABORATORY SOFTWARE AND FOUR YEARS OF TECHNICAL SUPPORT FROM DYNAMIC DATABASES IN THE AMOUNT OF $27,980 FOR THE NORMAN WATER RECLAMATION FACILITY.

BACKGROUND: Since 2003, Norman Water Reclamation Facility has utilized Dynamic Databases “Lab Master” software to perform its daily functions in the laboratory. This software helps staff track samples, create the data for our discharge monitoring report and store information for Oklahoma Department of Environmental Quality (ODEQ) inspection/inquiries. With the recent upgrades to the laboratories’ computers, the older software is not working properly causing lab personnel to manually enter data in some parts of the system.
DISCUSSION: The Norman Water Reclamation Facility (NWRF) lab software now is insufficient for daily use and is no longer capable of working with other more updated software programs, such as Operator 10 and Windows 7. Scheduling of samples on the system has to be done manually, instead of automatically, and the speed of the program is inefficient for lab staff to get work done in a timely manner. Dynamic Databases is a sole source vendor for this service and it is requested to waive competitive bidding processes, pursuant to Chapter 8, Section 8-204 (b)(1 and 2) of the Code of the City of Norman.
RECOMMENDATION: After working with the Information Technology Department and with their approval, Staff recommends that the Norman Utilities Authority approve the purchase and installation of the software under a four year technical support agreement of $27,980. Funds for this purchase are available in Computer Software (account 032-5544-432.53-04).
