BACKGROUND:  The final plat for subject addition was filed of record on June 25, 2012.  Within the final plat, Limits of No Access was placed on several lots siding a collector street, Terrace Park Trail.  The specific location under consideration is Lot 6, Block 5, Highland Village Addition, Section 6.
 
Planning  Commission, at its meeting of November 8, 2012 recommended approval of the removal Limits of No Access for Lot 6, Block 5, Highland Village Addition, Section 6.
 
DISCUSSION:  Limits of No Access were imposed on residential corner lots that were intended to front the local street and side the collector street.  This action was utilized to reduce the number of access points in conflict with the collector street.  This has been very successful for previous developments.  However, it has been determined for the subject lot in question if ingress and egress was required off of the local street, Lake Grove Court, a hazardous situation will result due to the steep topography on this property and the adjacent lots.  Also, proper drainage between the lots will be difficult if the Limits of No Access remained.  Staff met at the site with the applicant and concurs with the applicant that the lot is better served from Terrace Park Trail due to the restraints within the lot and the hazardous accessibility to the lot from Lake Grove Court.
 
RECOMMENDATION:  The request is for this specific lot only.  Staff recommends approval of the request for the removal of Limits of No Access from 3004 Terrace Park Trail, Lot 6, Block 5, Highland Village Addition, Section 6.
