BACKGROUND: Funding for the Andrews Park Tot Lot Playground Improvement Project (PC0017) was approved by the City Council as part of the Park Land Development Fund budget for FYE 15. This project includes the removal of some of the older play equipment (tot swing and dome climber), in the park; however, the two small modular units are in good condition and will remain as part of the project

DISCUSSION: In March of 2014 Staff met with Little Tikes Commercial Play Systems, the manufacturer of the existing play equipment, to discuss the possibilities of re-designing the playground. The new design included using some of the existing equipment and adding to it with new components. The new equipment to be purchased also includes tot swings, spring riders, a balance beam and stepping stones. A synthetic grass safety surfacing will also be installed as a replacement for the existing wood safety surfacing. The equipment being recommended provides the best "play value" within the available funding. Section 8-204(b)(2) of the Code of the City of Norman authorizes the City Council to waive competitive bidding for the purchase of supplies, materials, equipment, or contractual services which can be furnished only by a single dealer or which have a uniform price wherever bought.

Once this equipment is installed staff will hire a local contractor to install a new fence around the tot lot area. The fenced area will also include new benches, picnic tables, trash cans and trees.
