MB-1314-70; AND PROJECT AGENT RESOLUTION NO. R-1314-90 FOR THE 2014 URBAN CONCRETE REHABILITATION BOND PROJECT.

BACKGROUND: In the Norman General Obligation Bond Election of March 2010, voters approved the Urban Concrete Rehabilitation Bond Program. All bond projects are to be completed in five years under the approved program budget of $4,500,000. One neighborhood (Smoking Oaks Addition) with 21 locations/streets and one arterial street (Main Street) were identified for the FYE 2014 program. A list of locations and maps are included with this agenda item.
Bid specifications and documents were advertised on January 17, January 23, and January 30, 2014. Six (6) paving contractors received a set of documents. If approved, the base bid for this project will complete the FYE 2014 locations as identified in the 2010 Urban Concrete Pavement Rehabilitation Bond Program. Since the 2010 Bond Program was approved, some of the street panels adjacent to those proposed for repair/replacement have deteriorated at a more rapid pace requiring more in depth repair. Utilizing the additional $100,000 included in the budget would allow for those panels to be fully rehabilitated instead of crack sealed as originally proposed in the Bond Program.
DISCUSSION: The bid opening was conducted on February 6, 2014 and four (4) contractors submitted bids. The lowest bid, in the amount of $709,375, was submitted by A-Tech Paving of Edmond, OK. The low bid is below the engineer's estimate of $890,000 by $180,625 (20.3%).
