CONSIDERATION OF THE DECLARATION OF ONE (1) 2005 FRANKS/CONTINENTAL CARGO TRAILER AS SURPLUS OR OBSOLETE AND AUTHORIZATION OF THE DONATION THEREOF TO THE UNIVERSITY OF OKLAHOMA POLICE DEPARTMENT.

BACKGROUND: The Norman Police Department Hazardous Devices Unit received the aforementioned trailer in 2005 from a federal grant. Due to its age the trailer has been removed from the grant inventory.
DISCUSSION: The trailer has been on loan to OUPD for use on game days and has been converted for use in the Incident Command staging area. OUPD has purchased all of the equipment for the trailer to include cones and signage. The Norman Police Department, and OUPD work jointly during events, incidents, and have a robust Incident Command System. The staging area asset would be available to the City of Norman, if needed.
The Fleet Superintendent supports the transfer of the trailer to reduce maintenance costs. The City Code authorizes the Council to donate surplus property to other municipalities or not-for-profit agencies 8302b3 without competitive bids for the sale at auction {City Code, Section 8-302.B(3)}.
RECOMMENDATION: It is recommended the 2005 Franks/Continental 6X12 cargo trailer be declared surplus and that the donation to OUPD be approved.
