BACKGROUND: This item is a final plat for University North Park Addition, Section X, a Planned Unit Development and is generally located west of 24th Avenue NW and north of Conference Drive.  Kohl's Department Store is located directly east of this parcel.  This property consists of 2.80 acres and one (1) commercial designated lot zoned as a Planned Unit Development.
 
Planning Commission, at its meeting of November 8, 2012, approved the final plat for University North Park Addition, Section X, a Planned Unit Development.
 
DISCUSSION:  The only public improvement required of this plat consists of sidewalks because all other public improvements were previously constructed.
 
There is a possibility in the future that the developer will request Conference Drive be designated as a public street.  Staff supports the general principle of this request, but more research is needed.  If this request is received, Council action can be taken using separate instruments (easements).
 
RECOMMENDATION: Based upon the above information, staff recommends acceptance of the public dedications contained therein and the City Development Committee will ensure completion of all required public improvements or a bond and will recommend that the Mayor sign the final plat.
