CONSIDERATION OF BID 1516-24 AND CONTRACT K-1516-82 TO HAUL RESIDUALS FOR THE WATER TREATMENT PLANT.

BACKGROUND: On October 29, 2015, bids were opened for Bid 1516-24 for Water Treatment Plant Residuals Hauling. Priced operations will be utilized throughout the fiscal year as needed. Average residuals produced per year are approximately 35,500 cubic yards and clay lining is approximately 3,000 cubic yards per year. Bids were selected based on these two unit prices since they are the majority of the annual $177,830 budget.
DISCUSSION: Bid No. 1516-24 - Residuals Hauling specifications were sent to four (4) vendors and three (3) bids were received. The lowest and best bid meeting all specifications was submitted by Chandler Dozer in the amounts shown on attached bid. Staff established a quantity based on past years for selecting the winning bid. With the listed quantity, Chandler Dozer was the lowest bid at an anticipated annual cost of $198,625 followed by Sandyland Environmental Services at $269,625.
The budget is $177,830 so this will be an anticipated 12-20% annual increase. Since the bids were received after the fiscal year was underway, most lagoons have been cleaned from July through current and will be paid under old pricing. Staff anticipates only 1 or 2 more lagoons will need cleaning for this fiscal year. Staff will recommend an increase in next year's budget through the annual budgeting process spring of 2016. Funds in the amount of $177,830 have been budgeted in the FYE 2016 Budget in Water Fund - Water Treatment Plant - Residuals Removal (account 031-5534-461.41-21) and Other Business (account 031-5534-461.41-99) for hauling residuals for the Water Treatment Plant.
RECOMMENDATION: Staff recommends Bid 1516-24 be awarded to Chandler Dozer in the following amounts, as shown on the attached Bid Tabulation: Item 1 - $4.75/cubic yard; Item 2 - $0.0235/gallon; Item 3 - $100/hour; Item 4 - $100/hour; Item 5 - $10/cu...
