EASEMENT E-2021-38:  A PERMANENT PUBLIC DRAINAGE EASEMENT DONATED BY BILL AND MELINDA ROSKO TO SERVE GRANDVIEW ESTATES NORTH ADDITION NO. 2.

BACKGROUND:  Over the past several years, residents along Timberidge Drive and Ridgeway Place in the Grandview Estates North No. 2 have experienced drainage problems related to a drainage ditch located to the north of 3912 Timberidge Drive.  Staff has worked closely with the residents to evaluate the problem and to develop a solution.  In order to adequately address the drainage issues in this area, as they impact city drainage infrastructure, it is necessary to reshape the ditch to allow the water to drain to the west and south.  In order to conduct maintenance activities of this nature, a permanent drainage easement is necessary on the property located at 3912 Timberidge Drive (see attached location map).  The property owners have donated a public drainage easement for the stormwater infrastructure that will be located on the north side of 3912 Timberidge Drive.  

 

If Council accepts the easement, construction of these improvements is anticipated to begin in December 2020, weather permitting.

 

DISCUSSION:  City staff prepared an easement for the previously mentioned parcel of land and requested the owner (Bill and Melissa Rosko) to consider donating it to the City.  Mr. and Mrs. Rosko have agreed to donate the public drainage easement to the City.  The City Attorney’s Office has reviewed the easement as to form.

 

RECOMMENDATION:  Based upon the above information, it is the recommendation of staff that Easement E-2021-38 be approved.
