BACKGROUND: The Cleveland County Mitigation Planning Team has completed the Hazard Mitigation Plan that includes the City of Norman. Current changes to the plan have been submitted and reviewed by the State of Oklahoma, which in turn submitted to the Federal Emergency Management Agency for review. The Hazard Mitigation Plan is a requirement to comply with the Federal Government Disaster Mitigation Act of 2000. This established a requirement that for all disasters declared on or after November 1, 2004, local and tribal applicants for sub-grants for disaster mitigation funds must have an approved local mitigation plan. The plan was developed utilizing the Cleveland County Mitigation Planning Team to facilitate and coordinate the process. During the January 7, 2020, Council study session, the Council was presented the requirements for the plan update and the process, which was ongoing, to complete the required update. There was also time available for public comment during this presentation. Council approved the Hazard Mitigation Plan process and approved to participate in the Cleveland County Hazard Mitigation Plan. The Cleveland County Emergency Management Office completed the plan update.

DISCUSSION: The City of Norman Office of Emergency Management accepted the invitation to enter into the Cleveland County planning process on March 7, 2018. In March 2018, the process of reviewing and updating the mitigation plans and needs began. This plan was intended to be a living document and was updated as needed. Over the past years, certain changes and updates have been made to the plan to bring it into compliance with State and Federal guidelines.
