BACKGROUND: The Sewer Maintenance Program which replaces aged and deteriorated sewer lines in Norman is funded by the $5 per month sewer maintenance fee. The fee is collected from all sewer customers and was initiated in 2001 following a citizen vote with revenues deposited in the Sewer Maintenance Fund (322). Approximately $2 million is expended annually by the Norman Utilities Authority (NUA) to repair or replace sewers beginning in the oldest areas of Norman first and slowly moving outward, typically mimicking Norman’s development.

 

DISCUSSION:  From time to time, City Staff is approached by citizens with old sewer lines that are not installed within an easement or in accordance with our current standards.  Recently a property owner contacted the NUA regarding a property that was connected with a private 4-inch sewer line that crossed an adjacent property before entering the public sewer. Upon review of old records, it appeared the sewer line needed adjustment and was an oversight when reviewing the lot split.  To rectify the situation, the city’s sewer system needed to be extended approximately 88 feet. Staff agreed to have the public sewer line extended if the property owner would donate an easement and pay for the survey and filing of easement.  Jordan Contractors was the low bidder and 88 feet of 8-inch PVC sewer pipe was installed within the designated easement.

 

RECOMMENDATION.  Staff requests City Council acceptance of Easement E-1617-22.
