BACKGROUND: The Office of Emergency Management coordinates opportunities for volunteer training and equipment through the Citizens CORPS program. During January 2012, the State of Oklahoma Office of Homeland Security provided a notice of funding availability under the Citizens CORPS program. On June 12, 2012 the City of Norman accepted a grant in the amount of $25,350 under the FY2010 Homeland Security Grant Program.

DISCUSSION: The funds were used to focus on obtaining training and equipment that would allow the program to be self-sustaining for training and supporting the community requests for training. The grant request provided for having volunteers certified as instructors in CPR to enhance community training and outreach. The grant request provided for Very High Frequency capable radios the will be interoperable with local community organizations for events during the year and interoperable with public safety personnel when supporting disaster events. The grant provided for equipment and training aids to be used in hands on training for the volunteers and the community.

In August of 2012 the City was awarded an additional $1,014.24 for the purchase of portable radios. The original grant allowed $8,089.74 for these radios. In December of 2012 the City was awarded an additional $2,617.68 to purchase additional safety equipment, and promotional materials to distribute to the public. The total additional amount added to this grant is $3,631.92.
