RESOLUTION R-1920-56: A RESOLUTION OF THE COUNCIL OF THE CITY OF NORMAN, OKLAHOMA, APPROPRIATING $14,625 FROM THE NEIGHBORHOOD PARK LAND FUND BALANCE FOR IMPROVEMENTS TO SUMMIT LAKES PARK.

BACKGROUND: In 1994, the City of Norman began collecting park development fees in the amount of $150 for every new residential building permit. The $150 fee is apportioned $75 to community park development and $75 to neighborhood park development. The neighborhood park portion of the fees must be spent on the neighborhood park in the area from which they were collected. The community park portion may be expended only at any of the six community parks (Andrews, Griffin, Reaves, Sutton, Saxon and Ruby Grant). There is a current balance of $14,625 in the Summit Lakes Neighborhood Park development account that is available for allocation at this time.
Also, the 2009 Norman Parks and Recreation Master Plan identified a list of needs for each park, which we have expanded on since that time. Based on the current evaluation of Summit Lakes Park and in response to feedback from local residents, one of the top priority items is to add shade to the playground at the park. Other items on the list for upgrades to Summit Lakes will be addressed in a future NORMAN FORWARD Neighborhood Park Improvement project funding in the coming few years.
DISCUSSION: At this time, staff is recommending the appropriation of Park Land Development funds for Summit Lakes Park in order to pay the majority of the costs associated with installing a shade structure over the playground equipment at the park. Any costs for this structure that are not covered by this fund appropriation will be paid from the annual Park Playground Equipment account available to the Parks and Recreation Department.
RECOMMENDATION: It is recommended that the City Council approve Resolution R-1920-56, appropriating $14,625 from the Neighborhood Park Land Fund Balance (Org 51, Object 29000) to Project PR-171...
