RESOLUTION NO. R-1314-75: A RESOLUTION OF THE COUNCIL OF THE CITY OF NORMAN, OKLAHOMA, GIVING THE SECRETARY OF THE CLEVELAND COUNTY ELECTION BOARD NOTICE OF MUNICIPAL AND MUNICIPAL RUNOFF ELECTIONS FOR 2014.

Council is scheduled to discuss setting the dates for the 2014 City Council elections in its Council Conference on November 26, 2013, prior to their regular meeting. Article II, Sections 5 and 6, of the Charter of the City of Norman provides for the Council to set by resolution in November the dates of the City Council Municipal and Runoff Elections for the following year.
State Statutes, Title 26, ยง3-101(B), outlines when municipalities may schedule elections each year. Several pieces of legislation were signed into law in May 2011 to improve the voting rights of military personnel, which restricted when elections could be held. The dates available in 2014 for City Council candidate elections are February 11, March 4, April 1, and June 24, 2014.
The filing dates set by Charter for City Council races are the second Monday, Tuesday, and Wednesday of January (January 13-15, 2014). The 2014 elections will include Wards 2, 4, 6 and 8. Those candidates elected will take their oath of office and their terms will become effective on July 1, 2014.
To comply with the Charter provision, a resolution must be included on the November 26th Council agenda establishing the dates of the 2014 City Council elections and providing notice to the Cleveland County Election Board of said elections. The resolution printed in the agenda includes blanks for the election dates. Council will discuss its preferences at the Council Conference prior to the regular meeting on November 26, 2013. Then at the regular meeting, the Resolution will be amended to insert the dates preferred by a majority of Council.
