CONTRACT K-1415-104: A CONTRACT BY AND BETWEEN THE CITY OF NORMAN, OKLAHOMA, AND THE NORMAN AMATEUR SOFTBALL FOUNDATION FOR THE USE OF THE REAVES PARK SOFTBALL COMPLEX FOR A PERIOD OF THREE YEARS.

BACKGROUND: The Norman Amateur Softball Foundation (NASF) has successfully facilitated the adult softball program for the Norman community since 2010. Contract K-0910-140 with the NASF is due to expire on 23 February 2015, but will be superseded by the new Contract K-1415-104 upon its approval.
DISCUSSION: The City Council Finance Committee expressed a preference that organizational contracts be for three year terms as opposed to five years in order that they could be reviewed more frequently. To that end, Contract Number K-1415-104 is for a term of three years with all other provisions remaining the same.
Among other provisions of the contract, the NASF pays 100% of the electrical cost of the Reaves Park Softball Complex which was phased-in over the last five years, consistent with other sports association contracts. Additionally and consistent with all other City sports complex contracts, the NASF is required to provide an annual report to the Parks and Recreation Department which is presented to the Board of Park Commissioners. Among other required details, the annual report includes a narrative of all league activity, fee structure and budgetary information. Exhibits A and B, detailing the responsibilities of both the City and the NASF concerning care and maintenance of the Reaves Park Softball Complex, is part of the attached Contract Number K-1415-104.
RECOMMENDATION: It is recommended that City Council approve Contract K-1415-104 with the Norman Amateur Softball Foundation for use of the Reaves Park Softball Complex for the Parks and Recreation Department.
