B-1415-17, STATUTORY BOND NO. B-1415-18, AND MAINTENANCE BOND NO. MB-1415-12 FOR THE ROBINSON TOWER TANK MIXER PROJECT.

BACKGROUND: On February 10, 2014 the Norman Utilities Authority (NUA) staff utilized the services of Garver, LLC under the on-call Contract No. K-0910-54 to provide engineering services for the Robinson Tower Tank Mixer project. Garver prepared plans and specifications for the tank mixer construction. The Department of Environmental Quality approved the permit on September 29th, 2014 and staff has the permit in hand.
Once complete, the project will allow improved mixing of the water in the water tower which will aid the water quality. Tanks that are not well mixed can lead to low chlorine residuals and an increased chance of forming unwanted by-products from the chloramines. As part of this project, the water quality is being sampled to establish a baseline of the water quality before the project. After the project is complete, the water will be re-sampled to determine improved effects. If successful, staff will possibly expand the program to 3 of the other tanks within the distribution system.
DISCUSSION: The advertisement for bids was published in The Norman Transcript on August 28 and September 4, 2014. The project was bid with a Base Bid and two add-alternate bids. The base bid included constructing the mixer piping within the tube and bowl of the water tank. Alternate No. 1 was for repainting the interior of the tube leading to the water tank. Alternate No. 2 was for repainting the interior of the bowl of the water tank. Though ample efforts were made to solicit bids, only two bids were received for the project.
