AMENDMENT NO. ONE TO CONTRACT NO. K-0708-101: BY AND BETWEEN THE NORMAN MUNICIPAL AUTHORITY AND WASTE MANAGEMENT OF OKLAHOMA, INC., EXTENDING THE CONTRACT UNTIL AUGUST 2, 2013.

BACKGROUND: Contract No. K-0708-101 with Waste Management of Oklahoma for curbside recycling was approved by Council in 2007. The contract provided for once a week curbside pickup of recyclables in urban Norman for a term of five (5) years. Beginning last August, Staff began developing a Request for Proposal for curbside recycling because the 2007 contract with Waste Management was due to expire on February 28, 2013. After reviewing the responses to the Request for Proposals in January and February, Council directed Staff to negotiate a contract with Allied Waste for single stream curbside recycling pickup. A contract with Allied Waste Services was approved by Council on March 26, 2013 with a start date for the new service scheduled for August 5, 2013. Since the expiration of Contract No. K-0708-101, Waste Management has continued to provide recycling service on a month-to-month basis.
DESCRIPTION: Amendment No. 1 to Contract No. K-0708-101 ensures the continuity of recycling service from Waste Management during the transition time before Allied Waste can begin its service in August. Waste Management is committing to the service through August 2, 2013 at the rate that was in effect during the last year of its contract with the Norman Municipal Authority - $3.28 per home per month.
RECOMMENDATION: Staff recommends approval of Amendment No. 1 to Contract No. K-0708-101.
