BACKGROUND: Since the 1990s fiber optic lines have been the industry recognized preferred medium for data transmission. Since 2009, the City has installed over 50 miles of fiber optic line to enhance the City of Norman's communication systems for its buildings and complexes. To date, the City fiber optic network is valued at almost eight million dollars. Due to cooperative efforts with other public and private funding sources, the City's actual investment in the fiber optic network approaches around ten percent of this value. One piece of the fiber optic effort to connect City buildings and facilities includes extending the fiber optic lines to the water treatment plant. This item asks to appropriate the funds in the amount of $90,000 from the Water Fund balance as an appropriate cost share from the Water Treatment Plant for this project.

DISCUSSION: At this time the Water Treatment facility is hindered at times to complete work or transfers of data to and from the City network which also includes the ability to make phone calls on our Voice over Internet Protocol telephone system, until fiber optic connectivity can be implemented and the data transmission bandwidth capacity to this location is increased. The project is requested to move forward due to foreseeable degradation of network performance in serving data to the facility for daily operations and VoIP telephone communications. This project will provide increased bandwidth capacity and address the network deficiencies at the Water Treatment facility.
